The Bug:
Wolves don't get wet when splashed with splash water bottles.
Splash water bottles act as water and this is evident through the triaging of MC-189911, MC-222116, MC-146350, and MC-166423. If we focus our attention on MC-166423, this implies to us that splash water bottles are supposed to be able to interact with entities where necessary. Since these items affect endermen but not wolves, this introduces an inconsistency.
Steps to Reproduce:
- Obtain a splash water bottle and summon a wolf by using the command provided below.
/summon minecraft:wolf ~ ~ ~
- Splash the wolf with the splash water bottle.
- Take note as to whether or not wolves get wet when splashed with splash water bottles.
Observed Behavior:
Wolves don't get wet.
Expected Behavior:
Wolves would get wet.
The Bug:
Arrows of splashing, otherwise more commonly known as arrows of water, don't extinguish burning blocks or entities.
The triaging/fixing of MC-203553 and MC-189911 suggest that water in the form of items, in these two cases, splash water bottles, should interact with blocks and entities the way that normal water would, however, arrows of water don't follow this same concept as one would expect, therefore introducing an inconsistency.
Steps to Reproduce:
- Obtain a bow and give yourself some arrows of water by using the command provided below.
/give @s minecraft:tipped_arrow[minecraft:potion_contents={potion:"minecraft:water"}] - Summon a creeper that's on fire by using the command provided below.
/summon minecraft:creeper ~1 ~ ~1 {NoAI:1b,Fire:999s} - Shoot the creeper using the bow and arrows of water.
- Take note as to whether or not the creeper is extinguished upon being hit by the arrows of water.
Observed Behavior:
Burning blocks and entities aren't extinguished.
Expected Behavior:
Burning blocks and entities would be extinguished, following the behavior of how splash water bottles interact with blocks and entities.
This ticket relates to MC-189911.
Non-living entities such as projectiles (arrows, snowballs, eggs, etc.), boats, minecarts, or dropped items cannot be extinguished by splash water bottles, unlike living entities such as the player. Water sources can extinguish them as expected, but splash water bottles cannot.
Steps to Reproduce:
- Summon one of the following entities:
/summon minecraft:item ~2 ~ ~2 {Item:{id:"minecraft:stone"},Fire:9999,Health:999} /summon minecraft:boat ~2 ~ ~2 {Fire:9999,Health:999} /summon minecraft:trident ~2 ~ ~2 {Fire:9999,Health:999} /summon minecraft:arrow ~2 ~ ~2 {Fire:9999,Health:999} /summon minecraft:spectral_arrow ~2 ~ ~2 {Fire:9999,Health:999}
Observed Behavior:
None of the listed entities will be extinguished by the water bottle.
Expected Behavior:
The entities would be extinguished, just as living entities are.

If we focus our attention on MC-166423, this implies to us that splash water bottles are supposed to be able to interact with entities where necessary. Since these items affect entities and not blocks, this introduces an inconsistency.
Steps to Reproduce:
- Place down some sponges and obtain a splash water bottle.
- Splash the sponges with the splash water bottle and observe if anything happens.
Observed Behavior:
Sponges don't convert into wet sponges.
Expected Behavior:
Sponges would convert into wet sponges.
