Observer top texture has not been fully updated with the Texture Update
See attached screenshots. While the top textures do differ, it's clear to see that the current top texture still has more in common with the old "polished cobblestone" texture than the current one, and looks out of place when next to it. The arrow texture is the only element which has been substantially changed - the backing "polished cobblestone" is clearly identical to the old texture.
A fix for this can be found in the VanillaTweaks resource pack.

to be honest, this hasn't been fixed in current version. I'm playing on Minecraft 1.20 no any modification, no resource pack, playing on singleplayer
Look further than the "Resolved" text...
Resolution: Works As Intended
This should be flagged for review. There is no logical reason why this texture shouldn't be more in line with, say, the furnace top texture, and to mark it as "Works as Intended" (not even "Won't Fix") feels like an abuse of that resolution type.
