Filled lava cauldrons are able to be put under water
If you place a cauldron underwater you are able to fill it with lava I would suggest to make it so the cauldron is filled with water when placed underwater and is unable to be filled with lava.

Oh, alright then. But why is MC-203748 not invalid?
This is most likely working as intended as MC-203748 has a "Mojang Priority". I don't think that lava cauldrons are supposed to be able to exist underwater.

In the new snapshot, bug MC-203748 was fixed, this prevents the player from placing lava in a cauldron underwater. It is now also impossible to place water in a cauldron underwater which logically should not happen. It should either be possible to place water in the cauldron or automatically be waterlogged when its underwater.
The fixes for MC-203748 and MC-240948 are incomplete. Filled lava and powder snow cauldrons are still able to be put under water.
Steps to reproduce:
- Place a cauldron and lava/powder snow inside it
- Place water above the cauldron
or
- Place a cauldron and completely surround it with water
- Quickly retrieve the water block above the cauldron and put lava/powder snow inside the cauldron


The opposite is also possible with cauldron of water submerged in lava. Either this is intended, or this might be better as a feature suggestion.

What if Cauldrons have as well "waterlogged?"
Just like Campfire, if [waterlogged=true] exists, then the Cauldron with Lava will turn to Cauldron with stone or sth else. This is perhaps a way to solve…
I would suggest making the cauldrons waterloggable, but also making the top texture of water not render and modify the water hitbox to solve this problem.
Cauldrons are not waterloggable in both Java and Bedrock, because cauldrons can holds water itself, so it is a bit difficult to implement.
If you place lava cauldrons above the block that is above the cauldron before filling the cauldron with water, then the bug still exists.But I don't think this is likely to be fixed
