Some mob skulls don't render the hat layer
The bug
Skeleton and wither skeleton skulls don't render the hat layer when placed or worn. Although the default textures do not have anything in the hat area, the hat layer will display properly on the mobs themselves if that area is filled in a resource pack. This was fixed for Zombies in 14w03a.
How to reproduce
- Load this
texture pack in-game. - Summon a skeleton and wither skeleton.
- Place a skeleton and wither skeleton skull.

Created Issue:
Mob/Player head blocks don't render the hat layer
Mob head blocks don't render the hat layer when placed or worn. This isn't a problem by default, but you can set a "Steve" head to appear as any player's head, and texture packs may give zombies, skeletons, etc. a hat layer.
This way, player skins look weird when they have a hat layer, which at least half (if not most) of the player skins have.
I'm sorry if this is a dupe, because using search didn't turn up anything similar.

don't know if this is technically a bug as its just how heads work. They are placed on the Hat layer as they are a helmet when worn by mobs. the head doesn't have the hat layer cause its just the head.
This may be better placed as a suggested change to Minecraft and thus belongs on the minecraftforums.
No, the head is supposed to be the head of the mob, yet it only shows one layer. For instance, if a zombie pigman head were made, it would be just the skull, like the baby version.
And BTW, if this is a suggestion, then all bug reports are "suggestions" as they suggest fixing the bugs.

How is this not a bug? The heads are supposed to render the head part of the skin. Why shouldn't it render the hat?

Its not a bug because that is how heads were intended to work.. the "hat layer" or second layer on a player skin is not tecnhically the head layer. It is separate (even though its on the players head) and thus not part of the mob head when placed as a head block. you actually said it your self with the zombie pigman reference. the Zombie "Head" is the skull, the rotting pig face is the "Hat layer" or 2nd layer. This is how the game was intended to work as of now, so this is a Feature Suggestion as it isn't how the feature works now when working correctly
and to your BTW... bugs and suggestions are not the same thing. We aren't suggesting they fix it, we are making them aware of an issue that they can choose to fix at there leisure. a suggestion, in this instance, is where you want them to specifically add/remove something that isn't currently in game as a designated feature.
Oh, okay. I just think it's weird that they put in a feature (the player heads) that is literally only half useful.
I think the majority of players use the "hat layer" for hair or un-important items so it doesn't affect probably 60% of player models... but for the 40% that use it for a decent amount of there skin it is a little inconvenient... I would highly suggest you post this on the Suggestion side of the Minecraft forums (posted above by MOD) and see if it can be implemented to either use both layers, or combine the layers when on a Head Block.
On the same note, they added the heads for decoration purposes and technically only left a place holder for changing the heads to match players skins as an after thought. I don't think they fully intended to have player heads as a fully implemented feature quite yet. Just the Mob side.
Apparently this was fixed in 14w03a, regardless of it truly having been a bug or not. Should this be marked as "fixed?"
14w03a is no longer available to select as the Fix Version, but if you're reporting that the behavior has changed, there's no harm in marking it fixed.
Not fixed in 1.8.3 for skeleton/wither skeleton.
Since it's fixed for Players and Zombies already, it should be the same the same code, only loading the hat layer of the skeleton and wither skeleton, which should be no issue because they are located in the same place as the player/zombie hat layers.

The hat layer also doesn't render in the inventory
Not sure about your point, Kumasasa.... AFAIK the mob heads use the item models for the block models as well, so if it doesn't render the hat layer in-world it would be expected they aren't shown in-inventory, either.
The only way I can see that relevant is if the player skull didn't render the hat layer in-inventory considering it now shows in-world.... but that's not present in your screenshot because there is no visible player-head in your inventory (the one with the red as expected I'd have to guess is the zombie head).

I can confirm that in 16w42a it does still affect Skeleton and Wither Skeleton skulls.
