Cannot place Seeds / Carrots / Potatoes in low light levels
I tried to make a underground farm in the side of a mountain but when i place a seed next to another seed they will both pop up as if i stepped on them making it extremely hard to plant.

Seeds needing light to exist is not a bug, but intentional design. This was even a bug fix years ago as previously placing seeds in darkness would pop them off after a neighboring block change (eg planting other seeds).

Seeds can only be planted in light level 8 or higher (see MC-914). Does that resolve your issue, or are you unable to plant seeds in well-lit areas?

Based off the fact that you state you're underground, would you say that MC-914 describes your issue? Crops need a high enough light level to be placed down. If it does not describe your issue, please follow up with BugTracker on their request.

It looks pretty dark in that spot, try adding more lighting
Might be too dark, have you tried it with a torch next to it?
Please respond after trying more light. This is expected behavior for farming underground.
This is intentional for areas with insufficient lighting.
