Mending doesn't always consume experience if the player wears items with mending that are already fully repaired
The bug
When using experience orbs to repair tools, weapons or armor that have been enchanted with the 'Mending' enchantment, some of the experience will not be used to repair the items if the player wears (armor slots, main hand, and off hand) any items that have Mending on them and already have full durability. Instead, the experience will be added to the experience bar.
Original description
While playing in my survival world with mending on all of my armor an tools when I'm repairing my shovel with exp it repairs very slowly when I have my armor on and I noticed only about 15-25% of the xp I pick up goes to the shovel. What I think is happening is that the xp tries to go to the armor (when it is being worn) but fails so results going into the exp bar. This may be intentional as I know if an xp is worth more than the durability left to repair it will go into the experience bar but I'm not sure if it was intended to be like that when the Item is at full durability. If it is somehow an unintentional feature then I personally like it because it means it's harder to repair items if you are just running around on the surface killing mobs.

Duplicates MC-92889 and is intended. First a random mending item is selected and after that the item is repaired or if that is not possible the xp is added to the xp bar.
Once again all my diamond armor have mending and work fine, all the tool have the same but the pickaxe does not mend! No mater the HAND or the XP I gain

Duplicate of MC-92889. This is intended. If an item with mending has full durability, the XP may get added to your XP bar instead.

Works as intended as MC-92889 was fixed
I think it should be reopened. It is exactly the same issue as MC-92889, which is fixed for java in 20w06a, so it can be reopened and the vanilla-parity label should also be added.
The bug
With one of the newest java snapshots, The mending enchantment has been updated with the prioritizing of the tool of lower durability as the "tool of need" for the XP orbs to mend (MC-92889).
How to reproduce
- Get one tool and full armor with mending.
- Damage the tool until its almost broken. (Armor Must be fully repaired in order for this to happen!)
- Summon some XP orbs.
- Equip your fully repaired armor.
- Hold the tool.
- Set your gamemode to survival and walk towards those orbs.

The XP bar get's filled up even though your tools and armor are almost broken.

When using mending, it only repairs tool sometimes, which is very rarely compared to 1.14.60
Steps to reproduce this bug:
1. Enchant a tool with mending
2. Find and collect XP
Observed results: it only repairs the tool rarely, sometimes causing mending to not work at all.
Expected results: As MC-92889 was fixed for the Java version, Bedrock should also prioritise repairing tools until the tool has been repaired.

This report is valid and properly reports a vanilla parity issue. The developers haven't explicitly said they intend to fix it yet, but I don't see any reason they wouldn't.
To clarify the difference between Bedrock and Java (as changed by MC-92889), it is a change in what happens when the game finds that the gear item it selected to receive the XP is already fully repaired. The old behavior (still used in Bedrock) is to add that XP to the XP bar. The new behavior (used in Java) is to select another gear item and try again, only sending it to the XP bar after all the gear has been repaired.
Note that there is no change to which items are considered eligible to receive XP. They were and still are the items being held or worn that have the Mending enchantment. This means that any unequipped gear in your inventory is not eligible for XP repairs. I believe this is by design, because it makes it possible, by removing your armor and emptying your hand, to add XP to your bar even though you have lots of Mending gear that could be repaired. If all your Mending gear were always eligible and you happened to have lots of it, you couldn't add XP to your bar until everything was repaired, and that would be inconvenient if what you need at the moment is enough XP to enchant something.
silentwisperer How mending worked on java before 1.16 has always been a bug. Mending was never supposed to work like this. See MC-92889, it was a bug on java.
This is a duplicate of MC-92889 which has been fixed in 1.16.
What seems to happen is, that from the furnace you get xp orbs that give more points than a normal orb (simelar to the xp orbs when the ender dragon gets killed) and than that xp orb fully repairs one mending item, then realizes that it has still xp left to repair a mending item, but instead of repairing other mending items, the xp just goes into the xp bar simelar to MC-92889.

The XP should repair any tools/armor first and then go into the XP bar, that is not happening, the XP is going into the XP bar and the tools/armor are not getting repaired, this is the bug everyone is experiencing, so this bug is not resolved, and it needs to be fixed
Couldn't we make a vote about it? Because from what I've seen pretty much everyone would like to have repair as a priority, rather than going to the player's total experience.
It has already been fixed.
This appears to have been intended behavior before, not a bug, but a recent video from Slicedlime indicates the behavior has been changed in snapshot 20w06a to now always prioritize repair.

Bedrock still has this issue. It also needs fixing in bedrock to be in parity with java.
