Drowned no longer have a different swimming animation
The bug
As of the current version, 1.13.2 and in some earlier 1.14 snapshots, they would have their own swimming animation.
But as of 19w14a and b as I recently discovered, their swimming animation has now the normal zombie animation instead of their own.

Now that the Drowned swimming animation is fixed with MC-147711, this bug is visible again. In 23w05a
This was the bug fix for MC-147711 - as mentioned in the changelog: https://www.minecraft.net/article/minecraft-snapshot-23w05a
They've never really had a full on player-like swimming animation, like on Bedrock, though this is the intended behaviour per MC-147711.
As far as I'm aware, drowned never utilized the same swimming animation as players, and I wouldn't consider this to be a bug. Drowned have their own swimming animation and this is intentional due to the fix of MC-147711. The issue regarding the spawn rates of drowned being low is being tracked at MC-132944.

Does
MC-134448describe your issue?Kind of. But the only thing here is that his swimming animation that you said are his animation.
But right here they don't do their own animation, but instead have the zombie walking animation, just underwater.
Still confirmed for 1.14 Pre-Release 1 - 4.
The animation issue is that the drowned usually bends up and down when following a player/villager, but hasn't done it in the 1.14 snapshots.
Can confirm for 1.14 Pre-Release 5.
Affects 1.14.2 Pre-release 4, the last and final pre-release.
Confirmed for release 1.14.4
Affects the latest snapshot to date; being 19w41a
Can confirm in 20w21a.
And 1.16 Pre-releases.
This also affects 1.16.1
Affects 20w45a
Affects 20w46a

Can confirm in 21w06a.
I would like to see new animation for drowned as in bedrock, so, there won`t be parity issue
Confirm in 1.16.5

If they're fixing this, it would be the one from Bedrock since it's cool and fits with the game.
Confirmed it with 1.18.2 and 22w14a
As you probably know, this is just a return to the pre-1.13.2 swimming style, and making it the same as Bedrock is that the ticket is not subject to parity and is considered a feature request.
The solution is probably to remove the zombie mobs' arm-raising behavior added from 1.14 when attacking. (By the way, Bedrock does not raise your arm when attacking)
This is just an individual opinion.
In 22w15a and 1.18.2
Still an issue in 1.19.
Hopefully Drowned can get the swimming animation they have in Bedrock Edition, since right now this is just one of the many, many parity issues Drowned have between editions. Giving them the same swimming animation would at least fix this one.
Can confirm in 1.19.2.
In 1.19.3
In 23w04a
