Confirmed in 1.8.2-pre6. Occurs with all of the blocks mentioned in MC-3336.

No, this does not work as intended. MC-3336 is about tile entities not rendering from 64 blocks away... but there really is no reason for beds to be tile entities anymore as of Minecraft 1.13, and they were not before Minecraft 1.12 (meaning that beds could be seen from over 64 blocks away before Minecraft 1.12, and I really don't think that beds were intentionally made to not be rendered from 64 blocks away in that version specifically for the purpose of not being rendered from 64 blocks away).
This is a regression (is that the right word?). Beds rendered past 64 blocks away before version 1.12. In version 1.12, a change was made to beds, which caused a side-effect of beds not being rendered past 64 blocks away. In version 1.13 and beyond, that change is not even necessary anymore, but is still present and has multiple issues as a result.
As beds being invisible past 64 blocks away is a side-effect of a change that's no longer necessary, this is not working as intended.

Does the same effect apply to signs and item frames? Entities like these disappear before blocks do as they are considered 'dynamic' and therefore take more processing space. It is as if rendering is done in gradient to avoid lag.
confirmed with chests as well. Since both are entities.

Does not apply to all blocks with an tile entity, so furnaces, dispensers, nether portals and so on remain visible, but the book on the enchantment table is also invisible at > 63 blocks.
No, when I mention an 'entity' I refer usually to a tile entity that does not occupy the block mechanic. That is, although a furnace is a tile entity, signs etc. disappear first because they are not 'blocks'. However I have also observed that tile entities such a heads, signs, item frames, chests and not tile entities such as end portals and vines (although vines have no metadata except for orientation) render first before other blocks.
It works like this for performance reasons
