Silk touch Shears don't lose durability when mining grass, ice, etc.

Wool is categorized as a shear-broken block, but carpet needs no tool

When cutting of leaves with shears, they drop saplings and apples. As much as I know, this shouldn't happen because it makes the apples easier to obtain. (Sorry for my bad english, I'm mexican)
