Steps to Reproduce:
- Switch into creative mode and give yourself some experience levels by using the command provided below.
/experience set @s 10 levels
- Place down an enchanting table and obtain any enchantable item.
- Enchant the item using the enchanting table and then switch into survival mode.
- Look at how many experience levels you have.
- Take note as to whether or not using the enchanting table in creative mode deducts experience levels.
Observed Behavior:
Experience levels are deducted.

Notes:
Adding primary and/or secondary effects to beacons consumes beacon payment items, even in creative mode. This contrasts with enchanting tables, which do not consume any lapis lazuli or experience levels (see MC-12656).

- Insert an applicable material item
- Activate the beacon

When the player uses the cartography table in creative, the items they put into the first two slots will be consumed when the result item is crafted. It may be expected or intentional that the map item be consumed because it is modified, but it is not expected at least that the secondary item be consumed.
Steps to Reproduce:
- Place a cartography table
- Combine a map (not 'new'), and either a glass pane, paper, or empty map
Observed & Expected Results:
- The map and the secondary item will both be consumed.
- Because the player is in creative mode, the items would not be consumed.

When a player in creative mode inserts a blaze powder item into the fuel slot of the brewing stand, the item will be consumed, resulting in the player losing that item.
Steps to Reproduce:
- Place a brewing stand
- Insert 1 or more blaze powder into the fuel slot
Observed & Expected Results:
- The blaze powder is consumed to fuel the brewing stand.
- The item would not be consumed, as the player who inserted it is in creative.

Confirmed.
Still happens in 13w16a. (Windows XP, Java 7 Update 21) I had 521 levels, and lost 30 when enchanting a diamond sword in creative. This does not happen on anvils.
Also in 1.6.2. I just tested it.
Still present in 13w42b. Since your level isn't visible anymore in creative mode, a few more steps are required to observe. But I can confirm that it is present. I've updated the affected versions.
I'm surprised that even with the overhaul to enchantment tables in 14w02, they somehow overlooked this.
Is this still a concern in the latest Minecraft version 14w30c? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Still in 1.9pre2. And I agree with Ben W that it's odd they didn't fix it when they overhauled enchanting. It doesn't consume the lapis in creative for example.
EDIT: maybe they missed it because they searched for EnchantING Table not EnchantMENT Table. The first is the in-code name the second is the in-game name. Maybe change the title so it says "Enchanting table/enchantment table"?
"enchanting" is in the labels, so this issue should have shown up in searches for enchanting table. The issue was reviewed and assigned on January 11th, but they've just been tackling bigger issues. Boats, as well as all the issues with anything riding something else, have been particularly time-consuming to address.
You can also notice this issue when you only have one XP level, go into creative and perform an enchant that costs more than that, it will still work but if you go back into survival all levels ar egone, eventhough it wasn't enough for the enchantment.
