Map Inconsistency
In Creative Mode, right clicking with a single empty map will replace it in your hotbar with a map, while right-clicking with multiple empty maps (2-64) will not use up any empty maps and will create a map in a different location in your inventory.

The bug
When you use an empty map in creative mode to create a filled map, it will replace/consume the empty map instead of giving you a new map. The java edition also had this bug and it got fixed. MC-11532 This is also inconsistent with the behavior that happens when filling glass bottles with water in creative mode.
How to reproduce:
- Make sure to be in creative mode
- Get an empty map
- Right click it
Observed Results:
The empty map was replaced with the filled map.
Expected Results:
The empty map should stay in the inventory and you should get a new map, because you are in creative mode.

When pressing the "Sign and Close" button on a book and quill item, the item is consumed and it is converted into a written book.
Steps to Reproduce:
- Get a Book and Quill item
- Enter a title, can be anything
- Sign and Close the book and quill
Expected & Observed Results:
- The item is consumed, and converted into a written book.
- The book and quill item would remain in the player's inventory, and a new written book item would be created. This follows the consistent logic of other usable items not being consumed in creative mode.

Adding primary and/or secondary effects to beacons consumes beacon payment items, even in creative mode. This contrasts with enchanting tables, which do not consume any lapis lazuli or experience levels (see MC-12656).
Steps to reproduce
- Set down an activated beacon
- Insert an applicable material item
- Activate the beacon
Expected Results
The item was consumed.
Observed Results:
Because the player is in creative mode, it would be expected that the item would not be consumed.

When the player uses the cartography table in creative, the items they put into the first two slots will be consumed when the result item is crafted. It may be expected or intentional that the map item be consumed because it is modified, but it is not expected at least that the secondary item be consumed.
Steps to Reproduce:
- Place a cartography table
- Combine a map (not 'new'), and either a glass pane, paper, or empty map
Observed & Expected Results:
- The map and the secondary item will both be consumed.
- Because the player is in creative mode, the items would not be consumed.

When a player in creative mode inserts a blaze powder item into the fuel slot of the brewing stand, the item will be consumed, resulting in the player losing that item.
Steps to Reproduce:
- Place a brewing stand
- Insert 1 or more blaze powder into the fuel slot
Observed & Expected Results:
- The blaze powder is consumed to fuel the brewing stand.
- The item would not be consumed, as the player who inserted it is in creative.
