The bug
When a block which can be destroyed via a flowing liquid, such as grass, torches or flowers, is destroyed by a fluid, absolutely no sound is produced, nor are any breaking particles shown. Contrast this with breaking those blocks directly, via removing a supporting block, or by placing the fluid source directly inside of that block: in all those cases, particles and a breaking sound are produced, as one would expect.
How to reproduce
- Place down a non-solid block which is destroyed by fluids (ex. levers)
- Place down water or lava in the same block space the block is in
→ You will see breaking particles and hear the breaking sound - Place another non-solid block which is destroyed by fluids next to the fluid source

The bug
When placing a solid block or armor stand into something like grass, no breaking particles for the replaced block are produced, and any potential item drops from said block will also be destroyed. This is inconsistent with placing a fluid in the same position (MC-25976) (may be difficult due to MC-130761), which does allow these to happen.
Fire is a rather unusual block in that while it can be broken like any other block can, the sound event used when it is broken is not the same as other sound events: the "fire extinguishing" sound only plays when the block is directly targeted and broken, and will never play when broken any other way.
Such other ways include when its supporting block is removed, when directly replaced by a placed fluid source (see also MC-25976, as all other fluid replacements would be expected to play a sound for every other block but do not, and replaced by blocks not making a sound is MC-136703), or replaced by another block via commands (MC-206473).
The expected behaviour would be that the fire extinguishing sound would play in all cases of a fire block being destroyed (with the exception of fire just burning out by itself, and potentially it burning its supporting block), as to be consistent with literally every other block in the game. It should also produce the smoke particles as well.
For a period of time, the wood sound was played in such cases, after which the wool sound was used. From 1.16 onwards, there is now silence.
It is also worth noting that particles using the fire textures would also be produced, specifically when replaced directly with a fluid. These were considered a bug and eventually removed.
MC-25976 is likely to be the bug causing this; I'd recommend trying to fix that one first to see if the issue resolved itself as a result.
Sculk sensors are intended to detect the breaking of blocks as valid vibrations. This works for manually broken blocks, however if a block is instead broken by a fluid flowing into its place, the block is destroyed without the sculk sensor picking up vibrations as a result.
The expected behaviour would be that the sculk sensor would in fact pick this up as a vibration, since a block is obviously being broken.
