Dungeons do generate. You just can't locate them using the command /locate, which is intentional. Also, your game is modded. This is either invalid or a duplicate of MC-107829.

/locate never had a Dungeons feature. This is a suggestion. Is it?

A command specifically for locating structures that cannot locate all structures, regardless of what, is an incomplete command.
It's not a bug, per se, but something that should be fixed, like Villagers not planting Beetroots.

Structure names are case sensitive, use tab auto complete instead.
This is a bug tracker, not a help desk.
Remember the /locate Fortress command cannot be used in the Overworld and will show that because it doesn't exist. Can only be used in Nether as it locates Nether Fortresses.

my guess is that right now due to worlds with custom terrain from 1.12 can have dungeons almost everywhere it may break the command.

dungeons aren't even on the locate list, nor are strongholds unless there is a method to get them to scroll down, which I haven't found
Strongholds are on the /locate list. Dungeons are not on the list because technically the game does not know where the dungeons are.

Several Dungeons, which were generated in 1.13.2, aren't generated anymore in 1.14.
This is a feature request.
In my opinion, this should be reconsidered. It's inconsistent that some structures can be located while others cannot. In addition, it means dungeons do not work with advancement triggers, which is detrimental to datapack makers. Not to mention that nether fossils were made compatible, with fossils to likely follow suit (
MC-171860andMC-174499).Still not resolved for 1.17
I think (not sure 100%) that dungeons are not structures in code. I think dungeons generate like ores so that's why you can't use locate on a dungeon.
Can not find structure file and worldgen options to create a game map, too.

If it generates like ores, Mojang should make it a structure and ultimately make the command, it is inconsistent
