Technically can't reproduce in 20w10a due to
MC-173725not allowing you to rename items at all but the code is still there.Bug now is reproducable again as of 20w11a since

Upon further investigation, the cost in experience levels to rename an item also scales with the number of repairs performed on the item using the anvil. The cost of renaming also increases at a rate 2^n levels (where n is the number of enchantments or repairs). I've updated the description to reflect this as it is now clear that the bug is that the game overwrites the repairs/enchantment cost to the rename cost.
the penalty to repair items makes sense, since it allows you to keep an enchanted tool longer. It baffles me that it would cost so much to rename an enchanted tool. I found that it costs nearly 40 levels of EXP to put all enchants onto a sword. After enchanting, it costs nearly 33 levels to rename. Costing a lot of EXP to enchant an item and repairing an item makes sense, since it upgrades the item. Changing the name of the item doesn't change the item's value, so it shouldn't be penalized so harshly. It would be a great 'quality of life' change if renaming an item didn't cost nearly as much as the enchants do themselves.
