The bug at least from my perspective appears to just stop the seafloor from generating beneath y=48. I attached some images to show that this is a real thing you're welcome to recreate it on your own. the best way to describe it to someone who doesn't know the code from someone who thinks they do, would be like this. Do you know how grass blocks generate on the surface? well that's (more or less) the case with gravel on the seabed, its a 1 block layer of gravel. I have no clue why it's happening but it is, also I could be wrong and it could be y=47 if that helps at all.

Dripstone blobs can generate at underwater surface level. This is not a duplicate of MC-214783 as in this report we can see that gravel, sand, dirt and clay generate below dripstone (there is no stone)

The Bug:
Ore veins can be exposed to the ocean floor when generating.
MC-214783 states that the ocean should not generate with stone floors, so having blocks within ore veins such as granite and copper ore generate along the ocean floor doesn't seem right.
Steps to Reproduce:
- Enter the following seed and coordinates.
Seed: 1938601533716763858 Coordinates: /execute in minecraft:overworld run tp @s 3648.39 41.31 -2302.34 311.37 44.18

Notice how ore veins can be exposed to the ocean floor when generating.
Expected Behavior:
The expected behavior would be that ore veins cannot be exposed to the ocean floor when generating.
Can confirm.
This can also occur in sand-covered ocean biomes and appears to be throughout the entirety of the ocean biomes, with some random exceptions.
It's actually that the gravel and sand that usually generate is gone, as it's not pure stone, it's the stuff you would see in caves
It does indeed seem to be related the stone separating different water levels.
For example, this can be seen at:
In 1.16.5 this ocean floor is still covered in gravel, but not in the snapshots.

Can this be reproduced using the datapack for the new cave generation? If so then this is probably a temporary fix.
I can still reprudce this with the datapack, so this ticket should probably be reopened.
