Jump boost, slow falling and levitation don't apply to ridden horses, pigs or striders until after a relog
The bug
Horses will not jump higher when given a jump boost effect until unloaded and reloaded (such as by relogging). Levitation and slow falling only apply to unridden horses until relogging.
How to reproduce
- Acquire a horse:
/summon horse ~ ~ ~ {Tame:1b,SaddleItem:{id:"saddle",Count:1b}} - Give it jump boost
/effect give @e[type=horse] jump_boost 10000 10
- Ride on it and attempt to jump. It will jump its usual height.
- Exit and re-enter the world
- Attempt to jump a second time. It will jump higher, utilizing the jump boost effect.

The Bug
When riding a horse with slow falling, both you and the horse will still take damage upon landing, even if both of you have the slow falling potion effect. Note that the horse still falls slowly regardless of if the player is riding it or not, it just doesn't prevent the damage.
Steps to Reproduce
- Summon a horse and give it the slow falling effect.
/summon minecraft:horse ~ ~ ~ {Tame:1b,SaddleItem:{id:"minecraft:saddle",Count:1b}} /effect give @e[type=minecraft:horse,limit=1,sort=nearest] minecraft:slow_falling 999 0
- Relog, to avoid
MC-121788 - Switch into survival mode, mount the horse, and ride it off a high cliff.
- Wait for the horse to slowly fall to the ground. It still takes damage.

Following the fix of MC-270573 (Which makes it now possible for mounted mobs such as horses to be knocked around with wind charges), a bug that behaves similarly to MC-121788 (Which was Fixed) can be noticed. Notably also similar to MC-269735.
Steps to reproduce (for horse):
-Tame a horse
-Ride the horse
-Throw wind charges below the horse while riding it
-Notice that the horse moves upwards at the intended wind charge height in a fluid motion
-Saddle the ridden horse
-Throw wind charges below the horse while riding it (while you have control via saddle)
-Notice that the horse is barely effected, moving in a rigid manner, about 2 - 3 blocks up at best.
I believe this is related to the way the game treats mounts that are being "piloted" by players so to speak, as similarly, Pigs will hardly be effected by wind charge blasts if you are controlling them with a carrot on a stick. If you are not holding a carrot on a stick, the wind charges work as expected.
Affects 1.13-pre6. Please keep the ticket updated accordingly.

MC-148777Confirmed for 1.16 Pre-2. Also resets when scrolling away from carrot/fungus on a stick.
