The bug
Leads are rendered shifted upwards based on the eye level of the leashed entity. This causes the lead start to be rendered too high for taller mobs like iron golems or horses.
Code analysis
Based on 1.12 decompiled using MCP 9.40 PRE 1
The method net.minecraft.client.renderer.entity.RenderLiving.renderLeash(T, double, double, double, float, float) shifts the rendering position upwards based on the leashed entity's eye level instead of only the end position, which might be partwise the cause for MC-13823.

same issue with me, depends on which way the ocelot is facing. Sometimes it connects above the tail ,though usually above the head. Probably due to a hitbox problem.
MC-13823,MC-14680andMC-13844are duplicates: both bug reports talks about incorrect leash position on mobs.Still a concern in 1.7.5 and 1.8

This happens for me with all animals in 1.9.4

For real, thats how it works for some reason.
There are also visual glitches that occur when sheep eat grass to regain their wool i.e the leash vector becomes invisible until destroyed. Version 1.14.2
