Beacon shift-click only works with 1-stacks
When you try to shift-click a beacon payment item into a beacon, it will only go to the top if the stack is exactly 1.

Beacon: stack moves into hotbar
Furnace (bucket): stack moves into hotbar
Head slot: one item moves into slot; rest moves into hotbar
Enchanting table: one item moves into slot; rest doesn't move
Brewing stand (glass bottles): whole stack moves [only buggy behaviour]
As you can see it is inconsistent but only the brewing stand currently shows buggy behaviour. 1-9 keys dont't bug the brewing stand by the way, just shift-clicking.
