TNT Does Not Have 100% Drop Rate
As the summary states, after spending several hours designing a massive automatic concrete maker using a TNT dispenser, I realized that only about 20-25% of the concrete was being dropped from the TNT explosions. This was pretty discouraging because concrete is notoriously painful to make in bulk in Bedrock edition, due to the very limited ability of the offhand. I'm not sure whether or not this is a bug, but either way, it would be really nice if this could be fixed for several reasons.

This works as intended, so it is not a bug, and could you please report parities to the https://feedback.minecraft.net/hc/en-us/community/topics/360001191251-Parity . (I would think many people would vote for this issue.)
@Tony Yu clearly not. Java has 100% drop rate, unless that's being stealth reverted in 1.16... but I doubt it because the Java community would already be at Mojang's throat if that was the case. This is a major parity issue in bedrock and is officially limiting my servers ability to make concrete for large projects in particular.

Yes, java does indeed have a 100% drop rate, but this is bedrock, where 100% drop rate wasn't implemented.
While this may be a parity issue that doesn't fit within the issue tracker's parity guidelines (it's before Buzzy Bees), Mojang still considers this a notable enough issue that it has an ADO, meaning they're tracking it on their internal issue tracker.
Please can this be looked at. It doesn't appear to have been considered for 1.16 and it makes a huge difference to those of us that use a substantial amount of concrete.
An alternative could be to make moving blocks have a 100% drop rate (with blocks like moving netherrite blocks being indestrucible). Tile entities already have a 100% drop rate, so this change won't be hard to implement.
I also made a massive concrete maker. Hours designing and testing. I actually build one in survival, just to realize I lost almost all of the concrete I had made. I can't explain the disappointment. Mojang worry about the fundamental mechanics before cosmetics! I'd much rather have mechanical parity before all the cosmetic parity...
While this would be a nice parity feature it is still possible to make concrete converters and tree farms using ghasts it withers.
The 100% drop rate would improve speedrunning also bc of the many tnt tactics that could be used

Some blocks like pistons and signs actually have a 100% drop rate.
This happens because the drop chance for blocks destroyed by explosions is based on the power of the explosion.
drop_chance = 1 / power
It is possible to get 100% block drops from TNT with a behavior pack by setting its explosion power to 1. However, that significantly reduces the blast radius and the kinds of blocks it can destroy.

Still affects all the snapshots in 1.18 and there are no signs they will be adding this in the release of 1.18. This is disappointing as this will be very useful in the new update.

This parity only works on newly created worlds. The 100% drop rate from TNT explosions does not apply on older worlds.
Correction: for older worlds, execute command: /gamerule tntExplosionDropDecay false in chat. This will enable TNT 100% drops without disabling achievements.
