Bows, crossbows, and tridents drawn in survival/creative/adventure mode can be released in spectator mode
The bug / Steps to reproduce
Place down a command block with a pressure plate on top that sets players who stand on it to spectator mode. Get a bow and arrow, draw back the bow but do not release. Step on the plate to enter spectator mode then release the bow to fire the arrow.
This bug allows you shoot arrows in a situation where a map maker most likely doesn't want it. In and of itself it's quite a cool concept but doesn't seem to work as it should!

Might have the same underlying cause as MC-81773, where the check is done as the bow is being drawn but not when it fires.

Summary:
In survival and adventure mode, bows cannot be drawn without arrows in the inventory. If you draw the bow while having an arrow in the inventory and remove the arrow from your inventory, it will not shoot an arrow when released. However, before 24w09a, in survival and adventure mode (and spectator mode although shooting arrows in spectator mode is unintentional per MC-81773), bows with the infinity enchantment would still shoot an arrow even if no arrows were in the inventory when released, which may have been unintentional but made sense. As of 24w09a, this no longer works and may be intentional.
Steps to reproduce:
- Put an infinity bow in your offhand, you can use this command:
item replace entity @s weapon.offhand with bow[enchantments={levels:{"minecraft:infinity":1}}] 1 /clear @s #minecraft:arrows
- Put an arrow in your mainhand.
- Be in survival or adventure mode.
- Draw the bow.
- Drop the arrow.
- Release the bow.
Observed results:
No arrow was shot.
Expected results:
An arrow should be shot just like before 24w09a.

Can confirm in 1.18.1. In my testing, it appears that sometimes you are able to shoot projectiles shortly after switching into spectator mode, and sometimes you aren't. Regardless, the movement speed slowdown from using these items is apparent 100% of the time. Here's a code analysis along with a fix regarding this issue.
Code Analysis:
The following is based on a decompiled version of Minecraft 1.19.2 using MCP-Reborn.
If we look at the above class, we can see that only two methods are called when a player switches into spectator mode. These methods are removeEntitiesOnShoulder() and stopRiding(). This basically means that when a player changes into spectator mode, any entities that are riding on their shoulders will be dismounted, along with the player themselves being dismounted if they are riding any entity. As a result of only these two methods being called, the player can continue to use items even after switching into spectator mode.
Fix:
Simply calling the stopUsingItem() method where appropriate within this piece of code will stop players from using items upon switching into spectator mode, thus resolving this problem. The following line code can be used to fix this issue.

I can confirm this behavior in 1.19.2. Following on from my code analysis, I've double-checked my proposed fix and I can confidently confirm that it's fully functioning and works as expected, so I've attached two screenshots to this report, one of which shows the current code and the other that shows the fixed code. I feel this information may be quite insightful hence my reasoning for providing it.

I can't reproduce shooting arrows from a bow in spectator mode (although the FOV effect persists). Tridents can still be thrown after changing to spectator mode.
