When breaking a mob head the particle effects that come off it are those of soul sand. Also when breaking a beacon block the particles that come off it is those of a diamond block. When throwing a splash potion the particles that come off it is those of a normal potion.

I have a world set up for fast bug testing. That means that going into each bug report and saying "Confirmed for 1.10.1" is way more work than actually testing it. So I want to confirm for 1.10.1 with this comment:

When punching or sprinting on certain blocks, no particles are given off, at least not until they actually break. This affects skulls, wall skulls (do these really need to still use a tile entity renderer?), banners, wall banners, signs and wall signs. Falling from a height into these blocks or successfully breaking them does produce particles as intended.
It may also be worth noting that all head blocks are also subject to MC-1874 when regrading falling particles.

Could be merged to MC-1874 (I think grass block and dirt path particles aren't correct, others are).
The resource pack attached offers a complete fix for this issue. Mojang have my full permission to (and are encouraged to) add the texture files and replace the affected vanilla model files with the contents of the resource pack.

The bug
The block particles which are created by end portals and end gateways are that of the obsidian block. This was done as a fix for MC-48089, however the current behaviour is still technically incorrect, as end portals and end gateways are ultimately unrelated to obsidian. These particles can be observed either by breakign the block in Creative, or by falling on them from a height (MC-122547).
A close relative of MC-1874, a ticket which should probably be split.
How to reproduce
- Break a block of obsidian, and note how the particles look
- Break an end portal block in Creative mode (can be placed via /setblock ~ ~ ~5 minecraft:end_portal), and note that the particles look identical to the particles from obsidian
- Break an end gateway block in Creative mode (can be placed via /setblock ~ ~ ~5 minecraft:end_gateway), and note that the particles once again look identical to the particles from obsidian
Expected behaviour
The particles produced from breaking these blocks would look much more like the block itself.
Actual behaviour
The obsidian particles are used instead, which, while they appear dark like these portal blocks, do not match it.
How to fix
Bedrock Edition actually has dedicated textures for the breaking particles of these blocks. Due to this, fixing this is very simple: these textures just need to be added to the game, and the end portal and end gateway models made to point to these textures instead. (The truth is slightly more complex, as there existed no end gateway model, and the blockstates file simply pointed to the end portal model instead; fixing this was still not much of a challenge as the blockstates file for end gateways just needed to be repointed to the end gateway model, and said end gateway model created.)
Worth noting is that the textures for these were 16x17 rather than the conventional 16x16 - as such, I have resized these textures to be 16x16 for use in game, but the original 16x17 textures remain in a subfolder if use of these is preferable.
As with my other recent resource pack fixes, I have tried to make fixing this for a release in the game as streamlined as possible: all that needs done is moving the contents of the resource pack into the vanilla resources, replacing files where applicable, and either deleting the 16x17 texture subfolder and its contents (if the 16x16 textures are to be used) or replacing the textures with the 16x17 textures and deleting the now empty subfolder (if the 16x17 textures are to be used).
Notes
While this ticket could be considered a parity issue as a result of these textures existing and seeing use in Bedrock Edition, and probably an invalid parity issue due to these predating the 1.15 threshold, I consider the fact that obsidian particles being produced is the problem here, and the parity issue is secondary to it. (However, I have still added the vanilla-parity label, as many other parity issues which predate 1.15 such as MC-47660 also have it.)
It is also worth noting that a very similar issue, MC-128234, has been fixed in the past: the conduit, a block that renders as an entity, originally used missing texture particles (like was the case in MC-48089), which was first fixed by changing them to use sand particles (analogously to how end portals and gateways currently use obsidian particles), and then fully fixed by giving conduits a dedicated texture for their block particles (which this ticket aims to do).
A resource pack to fix known cases of this issue can be found attached to this ticket.
The bug
The newly added block_marker particle references the assigned particle texture for the block. This is prone to causing inaccurate results.
Closely relates to MC-239407, which counts cases where no particle is defined at all.
Also a close relative to MC-1874, which concerns the breaking particles of the blocks in question. Most cases can be fixed in the same way (although blocks like brewing stands differ between these cases: as block particles they pose problems, but for block_marker they're fine).

How to reproduce
- Summon the chest particle: /particle minecraft:block_marker chest
- Note how the oak planks texture is shown instead of a more chest-like texture
- Summon the creeper head particle: /particle minecraft:block_marker creeper_head
- Note how the soul sand texture is shown instead of any texture related to creepers
How to fix
Since these particles pull the texture from the particle texture defined in that block's model, all that needs done to fix these cases is to change the referenced texture by those models, and possibly add in those texture files as well.
The resource pack attached, as of its v1.0 version, fixes this for all three chests, all twelve head-related blocks, and all thirty-two banner related blocks. The textures added are either Mojang assets or derivatives thereof.

The textures added are as follows:
- Chest and ender chest tops sourced from Bedrock Edition's assets
- End portal and end gateway sourced from Bedrock Edition's assets, and resized to be 16x16 (from 16x17)
- All non-dragon heads from the respective pre-1.8 item textures (may need Texture Update treatment)
- Dragon head cropped from the ender dragon texture file (before Texture Update - not sure if it has changed since)
- Banner cropped and assembled from the banner texture file
The resource pack also fixes many cases listed in MC-1874, as well as fixing MC-2614 (which should probably be reviewed/reopened) and MC-239268.

The bug
In 1.12.2 and earlier, all head blocks were grouped together under a single ID: "minecraft:skull", and differentiated via states. 1.13, due to reforming block IDs and states, split each head into its own unique ID. However, all of the head blocks still reference a model file using the outdated, pre-1.13 name for all heads: "skull.json".
How to reproduce
- Extract the minecraft.jar file by your preferred method
- Navigate to the assets/minecraft/blockstates directory
- Open any json file relating to a head or skull
- Note that it points to block/skull, rather than something more accurately reflecting the block's name
- Now navigate to the assets/minecraft/models/block directory
- Note that there are no dedicated models for each head, only skull.json
Expected result
As with most other blocks, heads would have a unique model file for each type.
Actual result
There are no head models. There were never any head models. Only skull.json.
How to fix
The resource pack attached to this issue fixes this issue entirely by creating six models, one for each head type. (Both the wall and floor variant blockstates file reference the same model file for each head type.) In addition, the resource pack performs a partial fix for MC-1874, by adding new texture files for each head to use for particles (cropped from the respective entity texture files, with some additional modifications for the ender dragon). Programmer Art versions of these textures are also present in the zip.

Confirmed for 1.10 at least for chest, ender chest and brewing stand, for many I'm not sure, because I partially use the "faithful" texture pack and it's not easy to see. I have custom textures for enchanting table and that seems fixed (produces white particles for mostly white table), also anvil, that's just a bit darker, as the flower pot and probably the tripwire hook.
Resource packs can fix this issue. Please only confirm this ticket if you don't have any resource packs activated.
I don't say that it should fix or cause it, just make it better visible. The correct situation should be that the particle uses the texture of the block. But if the particle's texture is only slightly different, it's hard to see. If you paint the whole block in another colour with a ressource pack, it only makes the difference much more visible.
Confirmed for 1.10.1 for chest, brewing stand, enchanting table and flower pot. Others are unclear from my tests. It's apparent that there isn't a general solution here either. I'll do a big test for everything again in 1.11.

No, the dark blue particles ARE NOT obsidian. Look at them and look at obsidian. They are different.
And as i said in a duplicate, the cauldron particles aren't much of a problem.
The Cauldron particle changed to blue when they fixed the "Water in cauldron isn't tinted" bug in 18w20b (https://minecraft.gamepedia.com/18w20b), this then broke the cauldron break particle, you notice it a lot more when using a resource pack.
This means the cauldron break particle is using the water tint colour.
